Yesterday, Matt McClure sent letters to the Pennsylvania Attorney General, the Philadelphia District Attorney and the Philadelphia Ethics Board alleging various campaign finance law violations by entities affiliated with Carol Campbell. The letters brought to light the following problems:
In 2001, Ms. Campbell was convicted of violating state campaign-finance law for similar infractions. This week in City Council she introduced legislation requiring the City to train candidates on how to properly fill out required forms, perhaps an admission of her chronic inability to do so in the recent past. Ironically, several of the laws Ms. Campbell is alleged to have violated were sponsored by Michael Nutter, her predecessor in Council.
"For too long, we've looked the other way on Carol Campbell's blatant disregard for the law," McClure said. He pledges that when elected he will introduce legislation to give the Ethics Board greater authority to enforce filing requirements and the ability to audit the filings of entities affiliated with officials and candidates.
Ms. Campbell has alleged in press reports that she had filed amended reports for Genesis IV, but the Pennsylvania Department of State can find no such records. Further, Ms. Campbell claimed the phone lines were for a non-profit, yet in recent court transcripts, while under oath, Campbell stated the phone lines were for her house and for PAC use.
Matt McClure is running as a Democrat for the 4th Councilmanic District to bring an independent and honest voice to City Council. McClure lives in East Falls with his wife and two sons.
