Job: Formerly councilman for the 4th Council District
So far in the race: Nutter came out with a crime plan early in the race that included a call for "stop and frisk" police procedures in high-crime areas, which attracted both praise for its toughness and concerns that it would infringe on citizens' rights. He also argued for a more ethical city goverment, and for lowering taxes, particularly on businesses, and for zoning reform and better business development. Nutter was the first candidate in the race, having left City Council to run in July, 2006, but he didn't move much in the polls until late in the race, when an ad starring his daughter, Olivia, seemed to touch off a revival that led him into the lead. Nutter has been endorsed by many local newspapers and by some political groups, but has not won many union endorsements.
Marital status: Married with two children.
Campaign cash on hand: Nutter raised a total of $3,396,289 for his mayoral campaign, including $1,682,527 in the first three months of this year. As of April 30, Nutter had $537,116 left to spend.
Bragging rights: First elected in 1991, Nutter served four terms in Council representing a district that includes Overbrook, Manayunk and Roxborough. On June 27, he stepped down to become a candidate for mayor. Considered one of the smartest guys in Council, Nutter sponsored the city's ethics-reform bills, which would limit campaign contributions and require the identification of lobbyists for those seeking no-bid city contracts. He was also behind 2006's successful smoking ban.
Downsides: Some say he has trouble giving good sound bites. Got bad press over reports that he lobbied on behalf of a politician seeking payment on a no-bid city contract. Though Nutter was the first to become an official candidate for mayor, and complied with campaign-finance regulations before he had to, rival John Dougherty tried to make an issue over Nutter's staying in City Council while he prepared to run (RealAudio file from WHYY).
Friends and enemies: Once a close ally of Street, the two have long been public rivals.
